Yeah, I was planning on doing it once. If you want my experience in RPGs, then you will have it.

RPGs need to allow the player to have it's freedom. Each one of these players might want to have an army, lead a society, or simply fight as a legendary soldier. Continuing this style, a player must have the space to do this. That's why there will be needed a bunch of various themed locations (country, industrial cities, high-tech cities, open lands, mountains) and such. Then, you'll have to simply give the player the basics to built on. Some fractions, a backstory, something they could relate their Bionicle-alter ego too, and basically jump in.

Finally, give them a plot. What's the current event that people will hang on to unite and fight? Is there a war? Or is it just the destruction coming?

Keeping this in mind, you can make the basic stuff, then built around it, using ideas that fit. This way your RPG will be player orientated, in other words it wont be selfish, neither will it force your players to play you're "AWSOMLY EPIC BIONICL STORI DA WAY U WANT".
