Actually, "he" can be used to describe someone whose gender is as of yet unknown -- for example, a shadowy figure who slips down an alleyway could be called "he". But the Element Lord of Water was right before the faces of Tarduk and those other Agori, and was still called "he". If his gender were to remain unknown, the Element Lord of Water could at least have been called "it".
